However, a report from the Swedish Police Authority reveals that many of these homes have turned into recruitment bases for organized crime. Some HVB homes are run by criminal networks, with owners and employees directly linked to violent crimes, drug trafficking, and financial fraud.

A System That Fuels Criminal Activity

The report shows that several HVB homes serve as protected spaces for criminal operations. They are used as storage facilities for weapons and drugs, and the youths placed in them risk being drawn into gang-related activities rather than receiving the care they need.

The numbers are shocking:

  • 33% of youths who run away from HVB and SiS homes are later suspected of serious crimes during their absence.

  • One in ten runaways leads to a violent crime, including attempted murder and shootings.

  • Confirmed links exist between HVB owners and organized crime, with some homes operated by family-based criminal networks.
